In the opinion of the Government of Nepal, it is decided to promulgate an Act to increase the imposition of customs duty or excise duty or any other tax and it is desirable for the public interest to immediately impose or increase such customs duty or excise duty or any other tax. If it thinks so, the Government of Nepal can impose or increase it by informed order.
